Statement from the Charities Regulator regarding Inner City Helping Homeless

The Charities Regulator today presented a petition to the High Court for the winding-up of the charity t/a Inner City Helping Homeless (ICHH). 

The Court appointed Mr. Kieran Wallace of KPMG as provisional liquidator and has listed the hearing of the petition for 01 November 2021.

The responsibility for the administration and management of a charity at all times rests with its trustees. In circumstances such as those arising in the case of ICHH, this includes responsibility for proposing and implementing an effective and timely resolution to the crisis facing the charity.

The Regulator’s decision to present a winding-up petition in respect of ICHH has not been taken lightly. It is a decision of last resort in circumstances where the charity’s trustees have ultimately been unable to address the pressing need for stability and certainty for ICHH staff, volunteers and service users.

The Regulator first received a formal concern* in relation to ICHH in late July.

Due to the nature of this concern, we immediately referred this matter to An Garda Síochána. We also contacted the ICHH Board on July 30 and brought the concern to their attention.

We have been liaising with the Board of Trustees of ICHH for several weeks and this contact is ongoing as part of the Regulator’s inquiries process.

We do not intend to comment further on this matter pending the hearing of the petition on 01 November 2021.

* A concern is the formal term for a complaint made about a charity to the Charities Regulator.
